How the calculation works
The starting point is the amount in art. 13 of Presidential Decree 115/2002: by value band for civil and tax cases and for procurement cases before the TAR, a fixed amount otherwise. The value is the one declared in the conclusions of the filing, without interest (art. 14). Without a declaration you pay as for the highest band.
Then, in this order: half for the special proceedings of book IV, title I, of the Code of Civil Procedure (payment injunctions and opposition to them, eviction, interim and possessory relief) and for labour cases; double for the specialised business sections; the instance increase (half more on appeal, double at the Court of Cassation); and finally half more if the filing lacks the party's tax code or, where the law requires it, the lawyer's PEC. Each step works on the amount of the previous one.
In civil proceedings the 27 euro flat advance for service by the court office is normally added (art. 30). It is not due in labour and social security cases and, under art. 46 of Law 374/1991 as read by the Ministry of Justice, in cases not exceeding 1,033 euro. At the Court of Cassation a further 200 euro, equal to the fixed registration tax, is paid (art. 13(2-bis)).
Contribution = starting amount × 1/2 (special, labour) × 2 (business section)
× 3/2 (appeal) or × 2 (Cassation) × 3/2 (missing tax code or PEC)
To pay = contribution + €27 (if due) + €200 (Court of Cassation only)
What the calculation does not cover
- The exemptions of art. 10 of Presidential Decree 115/2002, such as proceedings exempt from all costs by law and those on child maintenance, and state-funded legal aid.
- The income exemption in labour, social security and public employment cases: it depends on the claimant's income, which the tool does not ask for.
- Cassation appeals in labour and social security cases, because readings differ on whether the amount doubles. Cassation appeals in tax matters follow the civil rules (art. 261 of Presidential Decree 115/2002): the tool does not compute them in the tax section.
- Separation, divorce and child proceedings, citizenship (600 euro per applicant), insolvency and over-indebtedness procedures: they have their own rules, explained in the Ministry circulars linked below.
- Counterclaims, third-party joinder and independent intervention, which pay a separate contribution (art. 14(3)), and the second contribution due if an appeal is rejected (art. 13(1-quater)).

Frequently asked questions
How much is the unified contribution in 2026?
In civil first-instance cases: 43 euro up to a value of 1,100 euro, 98 euro up to 5,200, 237 up to 26,000, 518 up to 52,000, 759 up to 260,000, 1,214 up to 520,000 and 1,686 above. These are the amounts of art. 13 of Presidential Decree 115/2002 in force since 1 January 2025. A case of undeterminable value pays 518 euro.
How much is it for a payment injunction?
Half of the value band, because the payment injunction (decreto ingiuntivo) belongs to the proceedings of book IV, title I, of the Code of Civil Procedure (art. 13(3)). For a 10,000 euro claim that is 118.50 euro, plus the 27 euro flat advance. Opposition to the injunction also pays half, even under the simplified procedure (Ministry of Justice circular of 27 March 2024).
How much is it on appeal and at the Court of Cassation?
On appeal the amount rises by half, at the Court of Cassation it doubles (art. 13(1-bis)). For a 100,000 euro case that is 1,138.50 euro on appeal and 1,518 euro at the Court of Cassation, where 200 euro equal to the fixed registration tax are added. If the appeal is rejected in full or declared inadmissible, the party who lodged it pays a further contribution of the same amount.
When is the 27 euro flat advance due?
In civil proceedings, together with the contribution, for service carried out by the court office (art. 30 of Presidential Decree 115/2002). It is not due in labour and social security cases or in cases worth up to 1,033 euro: the Ministry of Justice applies art. 46 of Law 374/1991 to every dispute of that value, at any instance. Tax and administrative proceedings have no such advance.
How do I pay the unified contribution?
In civil proceedings only through pagoPA: on the Ministry of Justice online services portal choose the court office, enter the amount and the payer's tax code, and pay at once or generate a notice. Attach the receipt to the filing. Since 2025 a case cannot be entered on the roll unless at least 43 euro, or the lower amount set by law, has been paid, exemptions aside (art. 14(3.1)).
What if the tax code is missing from the filing?
The contribution rises by half (art. 13(3-bis)). In tax proceedings the same applies if the lawyer's PEC is missing, in administrative proceedings if the lawyer's PEC and fax are missing (art. 13(6-bis.1)). In the tool you tick the box and see the increase as the last step of the calculation.
