Change of residence in Italy: what to do and what to update
A change of residence must be declared within 20 days of moving to the municipality where you go to live, also online on the National Register portal (ANPR). Driving licence and vehicle registration update on their own if you list them in the declaration; TARI waste tax, GP (if you change local health authority) and car tax (if you change region) are up to you. The declaration

Within 20 days of moving, file the declaration with the municipality where you go to live, for yourself and your family. You can do it online on the ANPR portal with SPID, CIE or CNS, or at the municipal office or through the addresses, including email and PEC, that the municipality publishes on its website. It is free.

You need the details of everyone moving with you and of the home: the cadastral details if you own it, or the details of the rental contract and the owner's ID card. The ministerial form also asks for driving licence and number plates of vehicles registered in your name.

Within 2 working days the municipality records the new residence, effective from the date of the declaration. It then has 45 days to check the requirements, for example that you really live at the address given. If in that time it does not notify you of any objection, your declaration is deemed confirmed.

File with the municipality the declaration for the new home and the cessation or change for the one you leave, on the municipality's forms. By law the deadline is 30 June of the following year, but check the TARI regulation on the municipality's website.

You are registered with the National Health Service at the local health authority (ASL) where you reside. Check which ASL the new address belongs to: if it is a different one, choose a new GP there. How (online or in person) depends on the region.

You do not need to ask for anything: when the card's data change, for example the address or the polling section, the municipality posts you an adhesive label to stick in the card.

A change of residence is not a reason to request a new electronic ID card (CIE): it is renewed at expiry or in case of theft, loss or damage. If you still have the paper one, it is no longer valid from 3 August 2026 and must be replaced with a CIE, move or no move.

If you registered a PEC address as your digital domicile on INAD, public administration communications keep arriving there: moving does not affect it.

In the new home, activate contracts or take over existing ones; for the home you leave, cancel or transfer them. Timing depends on the supplier: better to start before the move.

When and where
The residence declaration is filed within 20 days of the move with the municipality where you go to live (Decree-Law 5/2012, art. 5; Presidential Decree 223/1989, art. 13). This also applies when you move within the same municipality.
The municipality records the residence within 2 working days, effective from the date of the declaration. Within 45 days it carries out checks: if it does not notify you of any objection, your declaration is deemed confirmed (Presidential Decree 223/1989, arts. 18 and 18-bis).
Online on the ANPR portal
On the National Register portal you send the declaration with SPID, CIE or CNS, for yourself and your registered family. If other adults are moving, each one confirms the data from their own private area before it is sent.
You follow the request in the Le tue richieste section: updates also arrive by email and on the IO app. The service is free.
What updates on its own
These items do not need a separate application:
- Driving licence and vehicle registration: the municipality sends the new address to the Motorizzazione and no sticker is sent any more.
- Tax domicile: it follows your registered residence.
- AIRE: people returning from abroad are removed by the municipality on the same date they are registered as residents.
- Electronic ID card and passport: they stay valid.
What depends on the municipality or region
For these items check the website of your municipality, ASL or region:
- TARI: form and instructions come from the municipality; the law sets 30 June of the year after you start occupying the home (Law 147/2013, paragraph 684).
- GP and paediatrician: chosen in the ASL of residence, with procedures set by the region.
- Car tax: amount and payment methods depend on the region of residence.
- Electoral card in a new municipality: the municipality decides how to deliver it.

How long do I have to register a change of residence in Italy?

What documents do I need for a change of residence?
The details of the people moving with you and of the home: the cadastral details if you own it, or the details of the rental contract and the owner's ID card. Citizens of countries outside the European Union attach their residence permit. The form also asks for driving licence and number plates of vehicles registered in your name.
After a change of residence, do I have to update my driving licence and vehicle papers?
No. If you list licence and number plates in the declaration, the municipality sends the new address to the Motorizzazione. No sticker arrives any more: you can check the registered address on the Portale dell'automobilista.
Do I need a new ID card when I change residence?
No. The electronic ID card is renewed at expiry or in case of theft, loss or damage. The paper ID card must however be replaced, because it is no longer valid from 3 August 2026, move or no move.

Do I have to change GP when I change residence?
Only if the new address is in a different local health authority (ASL), because registration with the National Health Service is with the ASL of residence. In that case choose a new GP in the new ASL, following your region's procedure.
